RUSSIAN AND KAZAKHSTANI SYSTEM OPERATORS CONDUCT JOINT EMERGENCY RESPONSE DRILL

Moscow hosted an international cross-system emergency response drill for dispatchers of the Main Dispatch Center of the UES of Russia, the Siberian ODU and Urals ODU branches, and KEGOC (Republic of Kazakhstan) at the System Operator's Personnel Training Center. The drill was conducted using the Filin digital regime simulator, which modeled power system conditions as close to real values as possible. The simulator is used for training and regular professional development of SO UPS dispatching personnel. Representatives of the National Electric Networks of Uzbekistan JSC, the National Dispatch Center SUE and Energy Dispatch Center (Republic of Uzbekistan), the National Electric Grid of Kyrgyzstan OJSC and Electric Power Plants OJSC (Kyrgyz Republic) participated in the drill as observers. According to the drill scenario, adverse weather conditions with strong winds caused emergency outages of several 500 kV transit transmission lines ensuring interconnection between the UES of Russia and the UES of Kazakhstan. The situation was further complicated by the emergency shutdown of a 500 MW unit at Ekibastuz GRES-1 (Republic of Kazakhstan). As a result of the emergency outages, the Siberian IPS and part of the UES of Kazakhstan with the IPS of Central Asia were separated from the UES of Russia into asynchronous operation with a frequency drop. At the end of the drill, Mikhail Govorun noted that the participants demonstrated high professional competence and well-coordinated actions in a challenging environment. «The successful elimination of a complex emergency confirmed the readiness of dispatching center personnel in Russia and Kazakhstan to ensure reliable joint operation of the two countries' power systems», summarized the Director for UES Regime Management, Chief Dispatcher of the System Operator. Following the drill, the possibility of conducting an emergency response drill for the dispatching centers of Central Asian countries will be considered, using the System Operator's digital simulator systems that enable real-time modeling of power system behavior in emergency situations with the required accuracy, taking into account dispatcher actions.
